Higher education policy in the sphere of cultural management in Russia at present has a definite focus. Indeed, in comparison with the period of late 20th century, there has been a clear positive shift in the area of studying, preserving and promoting historical and cultural heritage of nations in Russia. Changes in Russian legislature, cultural potential of Russian territories, local initiatives, including commercial ones, as well as emergence of professional staff, development of new technologies etc. create favorable conditions for possibilities of socio-cultural project-making and improving the quality of historical and cultural heritage management. Development of educational resources in the sphere of cultural heritage preservation is one of the main goals of humanitarian education, including classical one. The appearance of new structures, as well as courses in university curricula, which deal with the subject of preserving and promoting cultural heritage, reflects the reaction of the professional society to the conflicts and challenges of present time.
