Reviewing is a mandatory procedure for all articles submitted to the journal “Mathematical Transactions” without exception.
Information about a newly received article is immediately entered into the journal's database, where it is assigned a registration number and an alias name. After determining the scientific direction of the article, the editor-in-chief of the journal (or deputy editor-in-chief) appoints a member of the editorial board, who is responsible for selecting a reviewer and presenting the article at a meeting of the editorial board. The review period for each article is set individually depending on the complexity and size of the article; usually they do not exceed 3 months.
If a reviewer is unable to provide feedback for any reason, the managing editor will appoint a new reviewer. If necessary, repeated and double reviews may be assigned. Head the editors carry out correspondence between the author and the reviewer on conditions of complete anonymity, control the timeliness of submission of the review, and prepare materials for the meeting of the editorial board.
The review can be compiled in any form, but must contain answers to the following questions:
- Are the results obtained new?
- What is their scientific significance?
- What place do they occupy among publications on this topic?
- What are the shortcomings in the work?
- Is the work worthy of publication?
If yes, then:
- does the article require revision?
- How complete and detailed are the results?
- Are there any repetitions in the work, general arguments presented in excessive detail, is the style of presentation acceptable for scientific publication?
- Does the title of the article adequately express its content? Do you agree? reviewer with this title?
- Are the reviewer’s comments editorial in nature?
If the review is sent by e-mail, then there is no need to send a review in paper form by regular mail; two files are enough, one of which must contain information about the reviewer (full name of the reviewer indicating the academic degree, academic title, position and place of work ). This file is intended for the editorial board. There is no reviewer information in the other file. Typically, this file is sent to the authors by email.
The review submitted by the reviewer in the form of a printout on paper must be signed by him indicating the date and also contain information about him (full name of the reviewer indicating the academic degree, academic title, position and place of work). In addition, in this case, the reviewer must submit an electronic version of the review to the editor for sending to the authors.
Acceptance of articles for publication (or their rejection) occurs at meetings of the editorial board, which are held regularly, at least once every 3 months. The basis for discussing the acceptance (or rejection) of an article is the review (or several reviews) and the opinion of the “profile” member of the editorial board presenting the article. At the same time, the editorial board is guided by the requirements for works published in central mathematical journals both in Russia and abroad. Reviews of both accepted and rejected articles are stored in the editorial office of the journal and can be provided to the authors of manuscripts and at the request of expert councils at the Higher Attestation Commission.
