This paper presents an analysis of the evolution of the concept of «civil religion» as defined by Jean-Jacques Rousseau and Robert Neelly Bellah. The historical transition of civil religion interpretations from the universal and natural to the particular and positive has been substantiated. The reasoning of the theoretical insufficiency of civil religion as a multicultural state border is given.Keywords: civil religion, multiculturalism, toleration, citizen, principle, dogmata.
